Clearly seems like some first time offenders who don't have a criminal record. As first timers, probation with time served prior to their no bail release is the appropriate punishment for a variety of gun related felonies including attempted murder and murder.
Or they give them prepaid ORCA cards to swipe. If you made it cash only, and gave them cash then the methheads would buy more meth and stay in Seattle instead of riding.

Used to chat with a guy who worked for the company that ran, or runs ORCA cards which for those outside of the Puget Sound region its how you pay for fares nowadays. He'd been around the world working on transit and he flat out told me not a single public transit entity is able to run without government subsidies. Obviously some higher than others, and fare evasion can't help.
