city clowncil here made the bus free during the plandemic

They've kept it free and cut from the budget to do so. Predictably there are a bunch of methhead unhouseds who take the bus and scare law abiding people. They have ruined a lot of bus stops with their trash, needles, and shopping carts.

Or they give them prepaid ORCA cards to swipe. If you made it cash only, and gave them cash then the methheads would buy more meth and stay in Seattle instead of riding.
 
They need proper turnstiles and payment. I'm not going to over react about the light rail being a cesspool, but its been progressively becoming one. I ride it much less now that I'm out of Seattle proper, but when I do, the number of comatose homeless I pray are breathing has been increasing.

Yes

There's a way to help the disabled and/or low income people with reduced or free fares and it's not rocket science.
