More than any other city in the US and by sheer numbers only behind Seattle, SF, LA, Chicago, and NY.
This is so fucked up. I find it hard to believe that there are ANY politicians who think this is responsible behavior in a free society. I thank God I don't live under an oppressive city government like Portland has. I would never allow me or family to be tortured like they do to people in Portland.

Considering the alternative, Davison was a much needed change in Seattle. That said this just seems to be pandering to the Seattle base, who almost elected someone who virtually didn't want to prosecute anyone.
