It would be a lot of bother to sort them, and no one, including Egypt wants to do it. Walling them off is a short-term fix.

Any Palestinian who wanted another life had every opportunity to seek one out in Israel. They not only chose to not do that, but chose to use work permits as a ruse for doing intel on the Israeli side of the border so they could go back and feed it to Hamas strategists.
