Why wasn't that personal foul clarified before the review?

It's not roughing the passer if there is an illegal forward pass. That's why they didn't announce it even though there was a flag on it.

The only officiating mistake in this game was a missed targeting foul/ejection on the Jones-Grigsby hit.

He could've said there is no foul on the play for roughing the passer because of the illegal forward pass.
It wouldn't have made the call look as questionable as it did.
Even though it was the correct call

Good point. Then again, people rip Ed Hochuli for overexplaining like that.
