I'd say he's had a pretty good career judging by his movies.
He got lucky starting out. That's how anyone becomes a huge movie star. You need a certain amount of luck, and he got it by starring in good movies when he was young. The Outsiders, Risky Business, and Top Gun are all pretty good movies. Once you have a string of hits, you have it made for awhile. Cruise has never had enough clunkers to go away. He may be a whacky guy, but he is very reliable as well. Producers don't have to worry about him being on time, doing drugs and coming to set hungover, causing unnecessary drama, etc.
The reason he is still a star is his overseas box office appeal, which is the single most important thing when determining movie stars. If your movies make money overseas, the studios will keep running you out there. They all still love him there and don't care about him being a whack job like many Americans. A lot of actors aren't very fond on traveling all over to promote their movies, but Cruise seems to love it.
