That is true if Iran ever gets nukes. Everybody else is just sane enough for mutually assured destruction to work just like it always has.
Putin is not firing nukes because Putin doesn't want to die and knows he will if he does that.
The Mullahs are a different story.
People/countries are still very much afraid of a strong USA. Fuck, they're afraid of tiny, tiny, tiny little Israel and its big balls, as well they should be.
Iran's not ready for this. If they were, they would have done something by now besides talk tuff and shoot off a few fire crackers.

In the last 4 or so weeks I recall seeing a headline where Iran claimed to be in possession of nuclear assets.

When I tried to find the article again, I could only find this article which is just short of them currently being in possession of a nuclear weapon.
