Could also be racketeering, in fact the NYTimes article that is linked inside the article I linked said the investigation was done by the Racket Bureau: "The investigation, which was handled by the Rackets Bureau in the district attorney’s office, began in February 2013 with a tip from a confidential informer in the oil industry"
