Monte Carlo is urban and beautiful, but it's pretty tiny so far a harbors/bays go. Doesn't seem to fit with the rest of this list. Probably why I didn't think of it.

Sydney is the complete package in my opinion. Vancouver and SFO are tied for 2nd.
