Testing for even a minimal level of proficiency is going to shake out in this exact same order for any job that requires higher level cognitive skills, you either accept that or you completely re-order your society to do away with rewarding merit and competency.

Somehow questions on tests are racist. Some people just can't possibly know answers to questions because of the color of their skin. It has nothing to do with work ethic. We all know the study materials can only be read by white people.
