Probably illegals who have a deportation order or skipped a mandatory deportation hearing and haven't supplied a change of address to ICE as required by law. Also now illegally on welfare. Now tracked and will be picked up for deportation and leftards will be screaming about no due process and they haven't been convicted of a crime in the US.
