My concept has been build camps out in the middle of bumfuck - like Vantage - and let them earn their way back into civilization.
Rehab, job training, mental institutions, whatever. Once they meet certain criteria they get moved to better spots with more rewards. By the time they get to Seattle or Spokane, they are guaranteed jobs and affordable housing
No barrier shelters and other nonsense are just part of the homeless industrial complex.
