Before I started reading the actual article my first assumption was that the bill sponsor had either been incarcerated, or had family who had been incarcerated. Third paragraph in and I'm not let down.

Pay them minimum wage and charge them market rent and for their meals. Sounds like a fair deal to me. No more free room and board for criminals.
