Is he saying it is an employees bargaining chip because lots of loser wage workers will decide they would rather stay at home on unemployment than work?
 
Is there anything keeping employers from paying employees in this position higher wages and/or incentives to return to work?

Yes. Exactly. and if the barriers faced by the business become too great, the business fails. The consumer is no longer willing to pay more for the benefits received and is willing to do without the benefits or will find those benefits elsewhere probably from someone more efficient.
