Remember Adam Carrola's epic rant about the shock of the Pacific Palisades homeowner's would get when they get caught up in the Cali permit process? Now imagine a homeowner call into the Permit Department:
Homeowner: Hey, there is a homeless encapement that just went up on the vacant lot across from me. They are running gas generators well into the night and have electric extension cords running everywhere, even through puddles if it rains and they are cooking on open fires, sidewalks are blocked and they are openly using drugs. Help!

You basically have to treat the permit guy behind the desk like he is a heavily armed police officer having a bad day. Been there done that and made the walk of shame out of the office without a permit more than once
