That easily could happen, we'll see how the 3rd party commission works. There is nothing to stop a booster from paying a player $50k for being a spokesman but it has to be at or below market rates next year. For instance, Phil Knight won't be able to pay someone $1 million to be a spokesman for Nike if hardly anyone has heard of them. IMHO, that's why he's spending so much now to buy guys in the portal and promising recruits money once they sign. There are no checks and balances right now so he's happy to spend whatever it takes with no limits.
