I heard yesterday that a border security guy says they are expecting over 300,000 new illegals to cross into the USA in August, and that the Biden Admin is encouraging it with giveaways

I want to know where all this money for phones, VISA cards, cash, flights around the country etc. is coming from? Where are the appropriation bills and congressional approvals?
