"Hong Kong's post office will stop shipping small parcels to the United States after Washington announced plans to charge tariffs on small-value parcels from the southern Chinese city, the government said Wednesday."

Which means that the Hong Kong post office won't ship small parcels, which is what I said. You are making your own judgment about this.

The US has treated small parcels from Hong Kong as domestic Post for USPS rates in the past. The US pays for this.
The Trump administration removed that policy.
Hence, Hong Kong will no longer be shipping small parcels via USPS.
