I think the Rose Bowl has a good case.

SoFi is 13 miles from their campus. Half as close as the Rose Bowl, but students are still not going to drive to games. This is only about fancy suites sales.
The B1G probably won't even exist for football by the time UW is slated to get a full cut of the revenue.
Sofi is a more enjoyable place to watch a game. The Rose Bowl is a historic venue, but it’s a dump with tiny video screens. SoFi is also way easier to get to for students.
Love the Rose Bowl but hated going to games there when I lived in LA. It's isolated out on it's own so it's really hard to get in and out. It's in a residential neighborhood so there's nothing to do around the stadium. Parking sucks. September-November are sneaky really fucking hot in LA and there's zero shade and Pasadena is always 5-10 degrees hotter than central LA. Me and my drunk friends got heat stroke there at a 97 degree Coug/UCLA game in 2023.
It's pretty bad that I enjoyed the P12CG more than the rose bowl in 2018. And Levi's is also a bad/isolated location for just wanting to hang out with some beers near the stadium.
Never been to SoFi but it seems to fit UCLA's identity of frantically throwing out every piece of tradition you have to keep your AD from completely drying up.
