What was Tyrone Willingham able to accomplish that Steve Sarkisian hasn't?

Willingham beat both Jim Harbaugh and Chris Petersen.

Petersen was legit. Boise was starting a new QB but they were still pretty good. Harbs was just starting on the Farm. My guess is that Willingham's timing was better but that doesn't make him a better coach. Sark is say a 5 on the scale and Willingham a 3

Trivia often leads to straw man arguments. Coaching wasn't the difference in that game or the game against Boise State. The Huskies won those games despite their head coach.
