If you are Les Miles or Mack Brown and you are trying to rebuild a depleted roster then yes, the portal seems like a good way to refill not your depth but to upgrade your starting line up due to the availability of immediate playing time. If you are Washington, Clemson or Alabama then bringing in guys who were not interested in competition or waiting their turn to start may be a bad idea. QB would be the major outlier here.
