Seems to me that whoever filmed it and shared it would be the most fucked. That is production AND distribution of child porn. 15-30 year sentence guideline under federal law for each count. The rapists could claim consent or attack the victim’s character but filming and sharing underage sex acts is clear as can be. How were no charges filed?

16 and 17 year olds charged with violent crimes are regularly declined from juvenile system in Washington although Inslee just signed law taking that discretion from the prosecutor and giving it back to the judge.
Federal law I believe it is less common to charge juveniles as adults.
Horrible what happened to her, but it seems to be more of an embarrassment/regret incident than a rape.
