Yes, it always fails. Typically after a few decades of misery and death.

Lot's of available real estate available in downtown Portland. Chicoms are worried about feeding their population - people get pissed when they are hungry. Still leaves them vulnerable if soy beans and corn exportation to China was halted by the US government or as mentioned, expropriation.
