It's been pretty common in the past for DBs to give a receiver a bit of a pop even after a missed ball. It's still dirty but it has happened hundreds of times over the years without anyone getting hurt. Receivers have been popped in the torso thousands of times without it damaging their liver. Bad decision but even worse luck in this case.
