So... basically... Moos is admitting that while Cuog expenses grow, their revenue is approaching a hard cap? Does Moos explain how he's going to become taxpayer neutral?... ever?
Perhaps the Washington state legislature should block grant money to WSU and let them choose between funding a Medical school in Spokane or, paying kids to play sports.
