Ukraine transferred the nukes out of their country to the USSR with NATO and our promise that we would come to their aid if they were attacked by Russia.

My understanding is they gave up the nukes in exchange for diplomatic recognition from the US and NATO countries. Not a defensive pact or anything like that.
