Several years back, Seattle banned criminal background checks on people prior to making a job offer. I think Michigan, or a city in Michigan, did the same years ago. They found that there was actually MORE "discrimination" against minorities who had no issues in their past because removing the ability to do the background check meant that recruiters paid closer attention to people's names. The implication being that DeSean would no longer even get a sniff at an interview. So, the law meant to help minorities actually ended up doing them even more harm.
