nobody can walk off with it... that's the reason for the raid. I suppose you can make the argument that he declassified it AND CREATED AN AUDIT TRAIL, but if that happened, there wouldn't be a raid.

And we can assume he did not leave a record of what he took other than staff could not locate his documents. Without leaving a record there is no way of ascertaining whether or not he declassified the documents. Based on these considerations a raid was warranted and duly carried out.
