Iran: Three billion US dollars for the five hostages.

Dementia Patient: Can't do that.

Iran: Time is running out - now it's six billion.

Dementia Patient: We can do that.

I have no idea, but if the US hostages were actually innocent hostages and not spies working for the CIA, then a real American president would have made Iran pay a real world price. Like mining their oil port on Kharg Island. But when your negotiating team is actually on Iran's side, you get the "best deal you can strike".
