Proving that the press never gave a fuck Khashoggi

So, how does a plaintiff get jurisdiction in the US for a killing in Turkey of a Saudi national by the Saudis? Seems like a no brainer. Not sure why immunity needs to be granted. So, can the Palis sue in the US for the Mossad offing terrorists? Can an Afghani sue in the US for the dementia patient offing a bunch of kids in Afghanistan during the most strategically successful withdrawal in military history?
