That is most certainly a grad students mail in attempt at covering a lecture for the prof who's too busy pumping out another pub.

 
I did not attend UW (sssshhhocking) but the lib-arts school I did attend had a mandatory freshman class full of this stuff. An early lecture in the course for the full freshman class, by a professor, went pretty much the first four points of that slide. I got in a bit of a shouting match with the prof during Q&A #CoolStory
Point being, my experience would not preclude this being a professor's slide.
