I know someone who moved out of Portland recently. Their formally nice neighborhood near the University of Portland had become infested with street zombies. Whenever they had meetings with the city to try and create a solution, the "homeless advocates" would show up at the meetings and try to shame the homeowners. Nothing was done because the city was afraid of the "advocates" and not one of them lived in the area.
