I'll assume that the election will be legitimate unless a Russian or American court has a full legal proceeding finding wide spread fraud. I'm sure the Russian Courts will be all over this.
Putin is rushing the referendums so he can claim "Ukraine is attacking the motherland!!" And declare a full mobilization and put nukes on the table.

According to Scott Ritter (fwiw) Putin does NOT want a full mobilization. He is only mobilizing enough to complete his stated objectives from the beginning - no NATO in UKR, removal of Nazi elements of UKR military, and regime change. Ritter claims it will take him 5 mos to get those 350k troops trained up, then another 5 mos to execute the plan.

Those are all just Kremlin propaganda talking points.
Even Putin has to balance the internal political parties(or factions) of Russia. He would fully mobilize if he could.
The reality is Putin wants the revival of the USSR map as his legacy. He grossly underestimated what that would take. It happens when you live in a bubble of yes men. It's not hard.
The facts turned out that the Russian military was primarily a vehicle for Russian political and military officer corruption. It isn't a war machine. Throwing more untrained and unmotivated Russians into the Ukraine is just doubling down on stupid.
