All districts are a creation of the State of Washington. The fact the State tries to separately account for each "subsidiary" is unremarkable.The Seattle School system is not the state of Washington. It is a separate legal entity. I'd agree that it is largely controlled by the State and the Feds. However, the employer is not the state of Washington. The pension funding reduces money available to the school district.
