I put him in bottom 3rd...

No legs.
Has no man'd up and had a game winning drive despite multiple chances
Takes bad sacks
Has no touch
Throws multiple questionable balls per game
 
If he doesn't have a clean pocket his eyes don't stay downfield. I've never seen a good NFL QB with that trait. And the NFL isn't the place to develop that. If he has any interest in a nice second contract it would be wise for him to return. But only if Bush and Pete have nothing to do with the offense next year
