Good tax policy would be a three legged stool of income tax, property tax and sales tax. Along with a mandated balanced budget.
The Throbber would also consider exempting from property tax those over 72 years of age.
But that's about as far from the State of Washington as one can get.

Economically speaking, good tax policy is a thorough analysis of what is better done through the private economy and what thing are better done through government and set tax rates accordingly to optimize that mix.
It certainly isn’t anniversary budgets with no ROI analysis or examine waste and then send the bill to the tax payers.
