Dictators like to declare emergencies and pretend there is a war on, or just declare an emergency for any old reason as an expedient. It's an old dictator trick. That way they can circumvent laws to a great extent. Trump has declared numerous emergencies based on flimsy pretenses. Fullblown dictators like to declare martial law and leave it going for years at a stretch. Now saying we at war with Venezuela when we aren't is a dictator's trick to circumvent laws. Two judges now have rules it so. For one thing we don't see a Venezuelan army menacing our borders. We aren't sending the Marines to Venezuela. There isn't a war.
