It's the 2nd quarter. By that logic Oregon has been mentally weak for about a decade.

It's mental weakness. We just don't know how to concentrate to dominate and put other teams away. See last week vs. EWU. See 2011 versus Hawaii. I could name a million examples where we were a ton better than our opponent and let them hang around.
