Best four conference champs get a bye. Advantage 1-4.
ND can't be 1-4.
Next four play a home gimmie. Advantage 5-8.
So three tiers and ensure the best teams are in.
If you don't win your conference you can't get a bye but you can host a gimmie win which extends your season by a week/game.
