He was in the process of creating a police state until Vlad Putin broke his will with the Winter Storm Uri attack, launched from Siberia.

He is still a snake, with the full intention of working through the corporations to implement a vaccine passport system. He just needs to wait for the Nazi states on the west and east coasts, and the upper midwest to take the lead and normalize it, due to the political proclivities of his subjects, who will offer a slightly stiffer but still weak resistance to tyranny.
