I know you're being sarcastic but it didn't cost over 1 billion dollars to build the website.
It was closer to 70 million. The 634 million/1 billion figure is for all the contracts the company received from the government in its history.
That means Bush contracted CGI as well, so I don't get why it's suddenly a big problem that it's a Canadian company.
Though none of that excuses the problems it's been riddled with.

In building the website the overall cost is around 650 million, but only a fraction of that went to CGI the Canadian company. You can find this info at most media outlets not associated with a right wing agenda.
