I agree to some extent, but you can make the argument that if he knows he's leaving the area, he's waiting until the last minute possible to say so. If he goes to Oregon, it's a colossal failure

I would expect to learn nothing from any of his visit reports

And if he's waited this long he's going to take all of his visits before committing, would be dumb not to at this point
