Local beavlet radio yesterday they were shitting their pants because Oregon State is just now making all these expensive stadium renovations, had a decent year for them and got a huge commit for their recruiting level. Mountain West money cannot cover their expenses.
 
Is it possible that the cause of the downfall of college football was the initial intention to make the environment more friendly to the have nots (85 or initial limitation on scholarships)?

Those with the resources will simply not be denied Maybe, they will be delayed a bit.
