To put those times in context, Washington State offensive tackle Andre Dillard (6-5, 315) had a 7.44 three-cone and 4.40 short shuttle. There are productive NFL receivers who were below average in either the three-cone or short shuttle, but rarely both.

Should have noted that. And I believe the historic portion of it was that he was bad in both, which is rare.
