Purely anecdotal but I suspect that most jaywalking infractions are handed out in urban areas. Los Angeles is notorious for handing out JW tickets. I've been cited for it when I lived there. These laws are not just enforced in low income areas, in fact I would argue they are mostly enforced in upper income areas, more likely to get people who will pay the fines in those areas, but the people walking around in LA and especially Jaywalking are definitely more low income. I know that most of the jay walkers I encounter are usually black guys often holding their dicks as they cross the street. Again, your mileage may vary.

And minorities are far more likely to be walking around especially in LA where nobody walks if they don't have to.

Being "poor" is generally because of bad behavior. Bad in that they often have a criminal record, skipped school and are functionally illiterate and have problems with details, like renewing your vehicle registration tags and fixing broken tail lights. These same people are going to walk against a Don't Walk light. Anyone with a brain knows this. If they wanted an accurate study they would set up some cameras in a variety of neighborhoods and tally the percentage of jaywalkers by race. They basically do this with traffic light cameras and guess what?

Westwood and the Hollywood/Sunset strip were notorious for being locations where a lot of jaywalking tickets were issued back when I lived there. Not exactly low income areas.

It's part "take a peek" but there are also legitmate safety issues. People do get run over quite a bit while jaywalking and again those numbers disproptionately over represent black people and when that happens we get told that roads are racists. You're damned if you do and damned if you don't.
