They had some years in the 2000s and 2010s where they would beat big name teams early and then completely fall apart. They got a little juice under Mora but couldn't get over the good, but nowhere near great hump.

Oh shut the fuck up. UCLA sucks. Oregon doesn't. There are 812 things that coincide with UCLA's downfall but all you care about is Oregon.Oregon's rise coincided with UCLA's fall. This does not get discussed much, but in terms of west coast powers the timing lines up.
Did the west ever have more than 3 strong programs at the same time? Would have had to be a combo of USC UW UCLA and Stanford back in the day.

Three sound about right. UW, USC and UCLA were the bell cows of the 80’s and 90’s. Oregon replaced UW in the early 2000’s, Stanford officially replaced a revolving door of #3 teams when Harbaugh took over and then UW resoundingly replaced Stanford in 2016.
