Under current federal law the dams which have to be relicensed by the FERC on a regular basis have to have federally approved salmon mitigation measures. These measures also have to be approved by the Washington public utility commissioners (all dems) to be put into rates with a guaranteed rate of return.

And I guarantee you even when the price of oil goes down, gas prices will take 3 times as long to come down with them.
