Border enforcement is a multi-phase issue. Only one of those issues is the border wall which ICE doesn't open because whoever is acting president orders ICE to do. It wasn't Trump that ended border wall construction, ended Remain in Mexico and granted immediate entry to several hundred thousand unaccompanied minors and the lost them.
