But I'm not clear how my cynicism regarding a claim -that an invoice for a buck 25 cost him a house and blew up his kids' future - is 3rd world or banana republic.

It's banana republic shit that the guy had to spend a single dollar defending himself against the gross overreach of an out of control government hellbent on overturning the will of the people.
