This would be a re-distribution of existing money from government agencies to tax-paying citizens.

Smart explanation
From what Musk said they're proposal is that 20% would be cash returns to tax payers while 20% would go against the debt with the rest going towards balancing the budget.
They want to continue proof of concept and take that to the bond markets basically to get rates to decline. I'd bet with adults in charge that could happen which would further help to balance the budget as the cost on interest goes down.
As you said, this is essentially a tax return. It's only inflationary if they borrow to fund it.
I worry that there are a lot of spinning plates in the economy currently and just one coming down could cause a lot of others to drop. Inflation and the job market are both looming. That could derail a lot of this.
